Ukraine's President Claims Russia's Leader Sought Talks Following Cruise Missile Proposals

Ukraine's leader Volodymyr Zelenskyy stated during his visit to the US capital that the Russian president's decision to seek talks with Donald Trump signals Moscow is on the defensive. Zelenskyy commented, "We can already see that Russia is scrambling to restart conversations as soon as it learns of Tomahawks." This statement referred to earlier comments about supplying long-range missiles to the Ukrainian military.

An ex- American diplomat, a foreign policy expert, observed, "Putin is attempting to disrupt the progress toward increased sanctions on the Kremlin." He added, "The outcome will become clear on Friday, but the likelihood of achieving a ceasefire by pressuring Moscow to get serious appear to have decreased."

This situation came after the US president had in recent days been hardening his language toward Moscow until Thursday's conversation with the Russian president, which the Kremlin described as "highly frank and trustful."

EU Fuel Restrictions and Market Effects

The European Union have set a requirement for energy suppliers into the European Union to prove their fuels are not sourced from Russian oil, according to a official guideline published on Thursday. This step is included in the EU's forthcoming prohibition on imports of fuels made from Russian petroleum, which forms part of its 18th restrictive measures against Moscow over its war in Ukraine.

Financial analysts noted that trading patterns appeared to be considering the potential reduction of India's imports of Russian oil. Several oil processors in India are getting ready to cut purchases from Russia, with projections of a gradual reduction, as reported by insiders familiar with the matter.

"This represents a favorable turn for the crude oil price as it would eliminate a major buyer of Russian oil," said a market analyst, noting that oil prices were steady on the trading day.

Security Situation and Infrastructure Attacks

A large-scale Russian drone and missile attack hit gas facilities in Ukraine's eastern regions on Thursday, causing outages in multiple regions. Ukrainian officials stated that Russia deployed hundreds of unmanned vehicles and many of missiles, along with aerial munitions.

"This autumn, the Russian forces use daily opportunities to strike at our energy infrastructure," said Ukraine's president, noting that attacks impacted the regions of Chernihiv, eastern Ukraine, central Ukraine, northeastern Ukraine and western Ukraine.
