Zelensky Declares He Lacks Definitive Defense Guarantee from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the event of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after Britain and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be deployed.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"However, until we lack such security guarantees - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
